from the pin in the sidewalk they use a surveying tool which is really a line sight tool with a gps attached to determine the exact corner of the property and then sight at a determined angle from that point to the next. Most now just use GPS and from the starting point they mark it then go to the next point, make sure the distance is correct and mark it again. Can get complicated but should be fairly simple
By property pin I assume you mean the property corner. If so the boundary passes thru the middle of it in theory (keep in mind that a typical property corner pin will shift slightly as the ground moves, swells with rain, shrinks with heat, gets hit by the lawnmower, etc..
If you mean the property pin that is also called a ‘monument’, then the determination of the various property lines that the monument controls is determined by a mixture of maps and deeds that vary from site to site. The center of that pin is related by these maps to the property line by the dimensions and directions contained in those documents.
Lastly, the pin in the sidewalk may not be on the property corner itself. Some times the points are set as EXTENSIONS of the property line because the actual property corner falls somewhere that makes it impossible to place the pin (like in the middle of a large tree).
Check the numbers on the pin. Those are typically the license numbers of the entity or person that set the marker. Then you can look up that license online via the state or government agency that issues those licenses. From that point you simply call the surveyor and ask him what the point represents.
