How do I reduce my property tax now that my home price has plummeted?

Should I contact the city property tax department?
I also received these letters from the California Property Tax Appeals group……should I pay them $85 and let them handle everything?

    Save your money. If you feel the fair market value of your house is less than the current appraisal, call your county assessor and request a reassessment for the next fiscal year. If you have some documentation to support a particular value, offer it. The assessor may already be working your street. In my California county, he is going to be reducing values in one subdivision by about 52%

    where i live i would contact the county assessors office and ask to be re-accessed–i think it is already being done in some places–dont pay someone to do what you can easly do yourself
